You can, but then you're getting little you couldn't get elsewhere. The reason to come here is that there's something to do; the drinks are the part afterwards.
Nearly everyone. Free roam asks that you can walk for half an hour; racing and the arcade don't. Watching works too, and it isn't second best here.
